Dorcas Baker

Regional Coordinator

Dorcas Baker RN, BSN, ACRN, MA is a registered nurse with more than 40 years of experience and an ordained pastor. She manages the day-to-day operations of the AETC, developing and implementing all components outlined in grant applications and contracts. She develops and monitors all training, consultation, and capacity building activities of the JHU Regional Partner (RP) and responsible for writing progress reports for HRSA reporting. She serves on the Expert Advisory Committee for the National Association of Nurses in AIDS Care and a member of the Scientific Committee for the Annual International Workshop on HIV and Aging. As a member of the Black Nurses Association local chapter, she serves as the Chair of Community Outreach and also serves on the Community Advisory Board of the Black Women’s Learning Institute, and the Advisory Board of Shaping Health Equity (SHE). Dorcas is also the Coordinator of the Maryland Coalition on HIV and Aging (MCOHA) and the Chair and Co-founder of Older Women Embracing Life (OWEL). She is an active HIV presenter and educator and has provided numerous presentations, educational training and round tables on HIV and Aging including participation on the White House panel for the Office of National AIDS Policy.
